MMS Testimony in Support of Legislation to Expand Chapter 258 of the Acts of 2014

The MMS wishes to thank the legislature for the passage of Chapter 258 of the Acts of 2014, “An Act to Increase Opportunities for Long Term Substance Abuse Recovery.”  The MMS worked closely with House and Senate members prior to the passage of that law and is in strong support for Chapter 258 as a positive step to prevent addiction and to expand access to treatment for individuals suffering from addiction to prescription drugs.

To that end, the Society wishes to be recorded in support for the following legislation that seeks to further strengthen Chapter 258:

  • HB3264 - An Act relative to rehabilitation periods for substance abusers (Brady)
  • HB3460 - An Act requiring insurance providers cover a minimum of 30 days for in-patient substance abuse treatment   (Golden)

Both of these bills would increase the coverage for medically necessary acute treatment services and medically necessary clinical stabilization services from 14 days, as required by current law, to 30 days.

SB1502, An Act providing access to full spectrum addiction treatment services, filed by Senator John Keenan, would increase the coverage for medically necessary acute treatment services and medically necessary clinical stabilization services 28 days, but would also require coverage for transitional support services.  The MMS supports the inclusion of transitional support services for patients in need of a step down level of care.  

The MMS urges the Committee on Mental Health and Substance Abuse to favorably report out a comprehensive bill that would strengthen Chapter 258 by increasing the coverage for medically necessary acute treatment services and medically necessary clinical stabilization services to 30 days and require coverage for transitional support services.
