Course Overview
Know the Response:
Disaster Management and Communication for the Health Care
Provider is sponsored by the Massachusetts Medical Society and
its Committee on Preparedness in collaboration with the
Massachusetts Department of Public Health. Emergency preparedness
requires that physicians and nurses are willing and available to
respond. It also necessitates that responding health care providers know
what to expect in a disaster situation. Communication and coordination
remain significant challenges. Presently, volunteers are not clear about
the roles at local, regional and state levels. Knowing what to expect,
both from a managerial and clinical standpoint will enhance efficiency
and treatment in a disaster or emergency. This online education program,
presented in a slide-audio format, is based on a live program held at
MMS headquarters on April 30, 2008. Utilizing slides, syncronized
audio and transcripts participants can experience the following
presentations:
-
Medical Problems, Injury
Patterns, and Infectious Diseases Following a Disaster by Paul D.
Biddinger MD, FACEP
-
Disaster Management Systems
& Incident Command by Julia Sinclair, MBA, Paul Biddinger, MD
and Amy Kirkwood

MSAR and MRC
MSAR, Massachusetts System
for Advance Registration, is a preparedness program sponsored
by the Massachusetts Department of Public Health. It is a statewide
secure database of pre-credentialed health care professionals who are
interested in volunteering their services in the event of a disaster or
other public health emergency. Having a system in place
avoids last minute credentialing of physicians, nurses,
pharmacists, and other health professionals, which uses up valuable time
that could be used to deploy resources more quickly.
Once you have registered to become
a MSAR volunteer, your professional credentials will be verified. MSAR
may only be activated by the Commissioner of The Massachusetts
Department of Public Health or his or her designee in the event of an
emergency. Please note that volunteers in the Commonwealth are never
under any obligation to participate in an MSAR activation.
Medical Reserve Corps
(MRC) is an allied program. While MSAR is a credentialing
program that allows medical professionals to have their credential
verified by the state so that they can be deployed effectively, the
Medical Reserve Corps are community based groups of providers
(physicians, nurses, other health care providers, and non-medical
individuals) who work together to help their community in time of
a disaster. MRCs allow your community to know who is willing and
available to respond within a community enabling quick deployment for
emergency situations.
As with MSAR, medical professionals
who are MRC volunteers are not obligated to participate even though they
have signed up. The most important factor for health care professionals
to know is: if you are considering responding to a disaster or
emergency, it makes the response much more efficient and coordinated
when volunteers are part of an existing organized group.
