David Morales

In March 2011, Mr. Morales assumed the position of Vice President for Public Policy and Strategic Planning for Steward Healthcare System.
David Morales has an extensive career in public service, as well as a passionate dedication to civic engagement and mentoring. He began his career in government as a Budget Analyst for the House of Representatives' Committee on Ways & Means, where he managed a significant portion of the state's budget and advised the Committee on health care policy and legislative matters. From 2000 to 2001, David Morales was appointed by the Speaker of the Massachusetts House of Representatives as an adviser on health care policy and state fiscal matters.
In 2001, David Morales was selected by Governor Jane Swift to serve as the Executive Director of Prescription Advantage, the nation's first prescription drug insurance plan for seniors and a model for what would later become Medicare Part-D. During his tenure, David Morales oversaw 70 employees, $140M budget, and served over 90,000 insured individuals.
In January of 2003, David Morales was recruited by the President of the Massachusetts Senate Robert E. Travaglini to serve as a Senior Adviser, where he advised the President on policy matters, including leading the Senate's efforts on health care reform, stem cell research, life sciences and economic development initiatives.
On March 2007, David Morales was recruited by Governor Deval Patrick to serve as Deputy Chief of Staff and Senior Adviser, where he oversaw policy and strategic issues that included the Governor's signature Life Science initiative.
On January 2, 2010, Governor Deval L. Patrick appointed David as Com¬missioner of Health Care Finance & Policy; and the agency's mission is to improve health care quality and contain health care costs by critically examining the Massachusetts health care delivery system and providing objective information, developing and recommending policies, and implementing strategies that benefit the people of the Commonwealth.
