Celebrating 25 Years of the HOD: 1994–2019

Your speakers are pleased to welcome you to the 2019 Annual Meeting of the House of Delegates on Thursday, May 2, and Saturday, May 4, 2019, at the Seaport Hotel and World Trade Center, Boston. The House of Delegates, the Society’s policymaking authority, will consider dozens of resolutions and reports of importance to physicians and the patients they serve. On May 2, reference committees will conduct concurrent hearings on resolutions and reports. Final policy and directives will be finalized on Saturday, May 4. Important Dates and Deadlines  

  • March 18, 2019 — Deadline for resolutions and reports (Resolutions MUST be submitted in the template and include all required information. Otherwise, they will NOT be accepted until resubmitted, by the deadline, in the template. Template is at

Submitting a Resolution to the HOD

The on-time deadline for resolutions is March 18, 2019. Resolutions MUST be submitted in the template and include all required information.

Members should reference the guidelines at use the REQUIRED template on the website. If a resolution is not submitted in the required template, it will be returned to the member for updating and is not considered submitted. The member must re-submit it in the template with all required information by the deadline of Monday, March 18; otherwise, it will NOT be considered as an on-time business item for the HOD. The late-file deadline for resolutions is April 18, 2019, at 5:00 p.m. Late resolutions are subject to review by the Committee on Late and Deferred Resolutions/Reports and must meet certain criteria per theProcedures of the HOD

Opt-In for a Print Copy of Delegates’ Handbook 

Delegates that opted in for a printed handbook at a previous meeting will receive a print copy; you do not need to opt in again.

Online Testimony

If you haven’t used the website for online testimony before, resolve to do so for Annual Meeting! Beginning April 9, members can testify online at  for all resolutions and reports.

This online option supplements traditional on-site testimony. It is a convenient option for all MMS members to weigh in on issues and voice your opinion before the meeting.

Delegates’ Handbook

All resolutions and reports and other business for the House are published in the Delegates’ Handbook and will be available on Tuesday, April 9th:

  • Speakers’ Letter and Informational Materials  
  • Reference Committee A  
  • Reference Committee B    
  • Reference Committee C    
  • Fiscal Note Components   
  • Informational Reports  (available online only or print upon request)
  • Complete Delegates’ Handbook  (does not include Informational Reports, which are available at previous bullet/link)

Printed copies will mail via ground shipping on Thursday, April 11, to those who are opted-in.

The 2019–2020 Committee Appointments will be posted here prior to the meeting.

Late files will be available online only on Wednesday, April 24th.

Reference Committee Reports

During day one of the meeting, reference committees hold open hearings on the resolutions/reports. Reference committee reports will be available on Friday, May 3rd:

House of Delegates Remote Observation 

Delegates and other MMS members may remotely observe the HOD first and second sessions, May 2, 9:00–10:00 a.m., and May 4, 9:00 a.m.–closing (between 3:00–5:00 p.m.). Online remote observation allows delegates who are unable to attend the meeting to follow the proceedings remotely but does not meet the attendance requirement and does not allow for participation (e.g., testifying, voting) during the sessions. It also allows members who may be interested in learning more about the HOD to observe. Please view these remote observation instructions.  

Family Friendly Space

MMS members have the option to remotely view the proceedings of the House of Delegates meetings while caring for their loved ones.  The family-friendly space is available during the HOD Second Session, 9:00 a.m.–4:00 p.m. Pre-registration is required.  Please click here to reserve a spot

QR Code Attendance Tracking

Each attendee’s badge will have a quick response (QR) code on their badge reverse side. Attendees will “scan-in” to record their attendance at all HOD sessions and CME events (no scanning is required at lunches or other events). 

Caucus Meetings 

Individual districts and groupings of districts by regional area will have the opportunity to caucus prior to the First and/or Second Sessions of the House of Delegates. The caucus schedule will be posted on Tuesday, April 9th.
