Your Speakers invite you to participate in the 2021 MMS Virtual Annual Meeting of the House of Delegates (HOD), Monday, April 26, 6:00 p.m. - 8:00 p.m. (HOD First Session), Friday, May 7, 6:00 p.m. - 9:00 p.m. and Saturday, May 8, 10:15 a.m. - 5:00 p.m. (HOD Second Session), via Zoom Webinar. Delegates must pre-register for all Annual Meeting business meetings, and educational programs.

Late Resolution Deadline

The on-time deadline for resolutions for the 2021 Annual Meeting has passed. The deadline for late resolutions is April 9, no later than 5:00 p.m. Late resolutions must be reviewed by the Committee on Late and Deferred Resolutions for specific criteria outlined in the MMS Procedures of the House of Delegates.

Important: Resolutions must be submitted in the template provided at with all required information, and sponsorship must be confirmed by the deadline. There will be no exceptions made. Resolutions not submitted in template with required information will not be accepted and you will be notified so that you can resubmit, by the deadline, in the template.

The Delegates’ Handbook will be available electronically (only) in PDF format on Monday, April 5, 5:00 p.m.

Online Reference Committee Testimony Site (Typed Testimony or Video/Audio Upload)

Beginning, Monday, April 5, 5:00 pm, through Tuesday, April 27, 6:00 p.m., members can testify online at This online site serves as the only method for reference committee testimony for this virtual Annual Meeting. Members can type in testimony or upload a video/audio file. Please see complete details on the site. Please review the site regularly. Reference Committee Report Extractions/Amendment Process and Forms

Important: Your speakers request advance notice of extractions from delegates by Thursday, May 6, 9:00 a.m., via email to: Email should include the following:

Your email subject line should read: Extraction HOD Second Session. Please indicate your name, district, Reference Committee and Item # of extraction. Although amendments may be submitted during the HOD Second Session using the same form, out of respect for your colleagues and MMS staff, it will take extra time to type amendments live, therefore, your Speakers very much appreciate you submitting your amendments in advance.

Extractions to propose Amendments over three words must be submitted from delegates on an Amendment Form to: Fillable amendment forms in PDF or Word and instructions are available here:

Delegates extracting and item/extracting to propose an amendment must attend (Zoom) the HOD Second Session to speak to their extraction/amendment, or have someone on their behalf do so.

Your advance notice of extractions and use of the amendment form for longer amendments is extremely important in light of our virtual forum and greatly appreciated. These actions will assist us in moving forward more efficiently with our important policy-making activities.

Delegates’ Handbook Review Meetings and District/Regional Caucus Meetings

Individual districts and groupings of districts by regional area will have the opportunity to virtually review the Delegates’ Handbook once published/posted as well as an opportunity to virtually caucus prior to the Second Session of the House of Delegates and review the final reference committee reports. These meetings are held at the discretion of each district, for additional information, please contact your regional manager or district staff person.
